Ron Alexander will provide instruction on access to precious metals dealers’ business records as mandated by Summit County Municipal Ordinances and Fourth Amendment searches and seizure. Tabitha Stearns will provide instruction on R.C. 119.12 Perfection of Service, Preserving the Record, and Appeal. Her presentation will use the case study of Joel Helms v. Summit County Combined General Health District to provide a step by step guide on how to undertake a R.C. 119 administrative case. The presentation will discuss which agencies are affected by R.C. 119 (versus R.C. 2506), notice to the aggrieved party, conducting a hearing, preserving the record of the hearing, timelines for appeal, and the standard of review on appeal. The presentation will weave in relevant case law as necessary to discuss each step of the process, but will focus on Helms.
